Who We Are

Fulcra Center for Change is a Washington State behavioral health and domestic violence services organization. We provide clinical assessments, state-approved treatment, and counseling for individuals, families, and the courts. With a standard of practice built on safety, evidence, and respect for everyone involved.

We are trauma-informed without being naïve. Compassionate without abandoning accountability. Clinically rigorous without being cold.

Every service we provide is shaped by the specific people and circumstances involved. What stays consistent is our commitment to the safety of victims and children, the dignity of every person we work with, and clinical practice grounded in evidence - not assumption.

Our Team

David Goldman, MS CMHC, MAEd, LMHC

Founder & Clinical Director | DVIT Supervisor

David Goldman is a Licensed Mental Health Counselor with graduate training in clinical mental health counseling and education. He specializes in domestic violence assessment and intervention treatment, working closely with courts, attorneys, and referred clients in both civil and criminal contexts.

David serves as Fulcra's DVIT Supervisor and founded the organization on the belief that accountability and meaningful change are both possible, and that the process of getting there matters.

Kristi Gavigan, LMHC, SUDP-T

Clinician | DVIT Staff

Kristi Gavigan is a Licensed Mental Health Counselor and Substance Use Disorder Professional Trainee at Fulcra Center for Change.

She works with individuals navigating domestic violence intervention treatment, substance use, and related behavioral health challenges. Kristi brings a grounded, evidence-informed approach to her work with clients in both clinical and legal-adjacent contexts.

Emma Rotolo, LICSW, MSW

Clinician | DVIT Staff

Emma Rotolo is a Licensed Independent Clinical Social Worker at Fulcra Center for Change. She supports clients through domestic violence intervention treatment and clinical services, drawing on a trauma-informed, strengths-based approach.

Emma is committed to working with individuals and families with care, professionalism, and respect for the complexity of each person's circumstances.

Debbie Kuttner, MSc, MAEd, LMHCA

Counselor

Debbie Kuttner is a Licensed Mental Health Counselor Associate with graduate training in clinical mental health counseling and education. She specializes in working with adolescents, adults, and couples navigating anxiety, ADHD, life transitions, and identity; with particular expertise supporting neurodivergent and LGBTQIA+ clients.

Debbie brings a person-centered, practical approach to her work, blending reflection with concrete strategies to support meaningful and lasting change.
